Application for a Permit under the Provisions of the Environmental Management Act
We,
ARC Resources Ltd.
of 1200, 308-4th Ave. S.W. Calgary, intend to submit this application to the Director, to authorize the discharge of air emissions from the Dawson Phase 3 natural gas processing plant. The sources of discharge are:
•10944 kW Solar turbine generator 1
•10944 kW Solar turbine generator 2
•Low pressure flare stack (emergency)
• High pressure flare stack (emergency)
•Acid gas flare stack
•4103 kW utility heater
• 1102 kW essential services generator (emergency)
The land upon which the facility will be situated and the discharge will occur is in LSD 13-07-080-14 W6M, which is located 17 km north of Dawson Creek.
During normal operations, the maximum rate of air emissions discharged from this facility which operates 24 hours a day and 7 days a week will be 26.24 kg/ hr. The characteristics of the air emissions during normal operations are the following: 11.84 kg/hr of NOx and 14.4 kg/hr of CO. These emissions are reduced through high efficiency burner management and proper dispersion through exhaust and flare stacks that are designed in accordance with the OGC regulations to meet the BC Ambient Air Quality Objectives.
During an emergency relief scenario, the potential maximum rate of air emissions discharge from the facility will be 1324.8 kg/hr. The characteristics of the air emissions during a brief emergency relief scenario are the following: 1198.08 kg/hr SO2, 67.32 kg/hr of NOx, and 59.40 kg/hr of CO.
During an acid gas injection well workover where a flare event is activated, characteristics of emissions from the relief flare are calculated at a maximum rate of 4877.71 kg/hr, and the characteristics of the air emissions are the following: 4817.16 kg/hr of SO2, 1.87 kg/hr of NOx and 58.68 kg/hr of CO.
The vapour recovery system shutdown allowance granted by the regulator determines that this flare event would have an air emissions rate of 2.15 kg/hr with the following characteristics of air emissions: 2.09 kg/hr of SO2, 0.02 kg/hr NOx and 0.03 kg/hr of CO.
All the above mentioned emissions are properly dispersed through a flare(s) that is designed in accordance with OGC regulations to meet the BC ambient Air Quality Objectives.
Any person who may be adversely affected by the proposed air emissions and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Manager, Environmental Protection at 6534 Airport Road, Fort St. John, BC. Lakeland Mills Ltd/Winton Global Lumber Ltd
is developing a Pest Management Plan (PMP), reference number LL/WG2017-2022, that will use integrated pest management to direct action when dealing with competing brush species over the next five year period (2017 to 2022). The PMP will be used to guide the use of chemical and non-chemical brush control methods on areas that Lakeland/Winton Global has silviculture obligations. The use of pesticides is intended within the area to which the PMP applies. The PMP applies to the following geographic areas: Prince George (Carp and Telachick operating areas), Vanderhoof (Angly, Cluculz, Chilako and Pitka operating areas) east of McLeod Lake in the north to north of Teapot Mountain in the south, from Weedon Lake in the west to Gable Mountain in the east. Communities within or adjacent to this area includes Prince George and Bear Lake. The proposed chemical application methods are aerial (helicopter), hack-and-squirt, cut stump, and backpack sprayer. This PMP proposes use of the following pesticides, with the active ingredient glyphosate, for both ground and aerial application; Vision (19899), Vision Max (27736), Vantage Forestry (26884) and Weed-Master (29009).
